State Department Web site for the 2008 Diversity Visa Program (DV-2008) is now closed.
The application submission period for DV-2008 was between 12:00PM EDT (GMT -5) on October 4, 2006 and 12:00PM EST (GMT -5) on December 3, 2006. The application form was only available for submission during this period and this period only. Applications were no longer accepted through the U.S. Postal Service.
There have been instances of fraudulent websites posing as official U.S. Government sites. Some companies posing as the U.S. Government have sought money in order to "complete" lottery entry forms. There is no charge to download and complete the Electronic Diversity Visa Entry Form. The Department of State notifies successful Diversity Visa applicants by letter, and NOT by email.
DV 2008 Application Instructions
The English version of application is the only official version. Some unofficial translations are available on the US government website, such as Georgian, Latvian, Uzbek, Portugese, Romanian and Spanish.
For DV 2008, natives of the following countries are NOT eligible to apply because they sent more than 50,000 immigrants to the U.S. in the previous 5 years:
Brazil, Canada, China, Colombia, Dominican Republic, El Salvador, Haiti, India, Jamaica, Mexico, Pakistan, Philippines, Peru, Poland, RUSSIA, South Korea, United Kingdom
(except Northern Ireland), and Vietnam.
