USCIS to Revise Filing Instructions for Petition to Remove Conditions on Residence

U.S. Citizenship and Immigration Services (USCIS) will soon be revising the filing instructions for the Petition to Remove Conditions on Residence (Form I-751) to require filing at the California or Vermont Service Centers, where all Forms I-751 are currently adjudicated. The adjudication functions for these petitions have already been assigned to these locations in anticipation of this change. Therefore, all petitioners filing a Form I-751 are requested to file the petition with the California or Vermont Service Centers, depending on the state in which they reside.

Extension of Optional Training Program for Qualified Non-Immigrant F-1 Students

The U.S. Department of Homeland Security (DHS) released an interim final rule on April 4, 2008, extending the period of Optional Practical Training (OPT) from 12 to 29 months for qualified F-1 non-immigrant students. The extension is available to F-1 students with a degree in science, technology, engineering, or mathematics (STEM) who are employed by businesses enrolled in the E-Verify program.

Lev, I've read a lot of your posts and hopefully you can share your perspective on my situation in regard to OPT extension.

I'm a F-1 student in the US and I will be finishing my BS degree in May 2009. I will be applying for OPT and will hopefully receive it for 29 months (my major is on the list). However, my passport expires in December 2009. I have already applied for 2 year extension, so I have to go back to Belarus to apply for new passport.

With US-Belarus relations these days, I was wondering:
1) will it be possible to get back to US to finish my OPT once I leave to get a new passport?
2) are there any ways to get new passport while in the US?

I would love to have another 2 years of work in the US, but I'm afraid that once I leave I won't be able to get visa to come back.

Thanks in advance for your advice.
