If I have a green card, can i send an invitation to my brother & his girlfriend, or should my husband do that?
Can I invite a friend to visit?

You can do an invitation for your brother. I did it in the past for my mom, but I've included my legal status and status of my husband in the invitation since he is the citizen and I wasn't at that time. I think you can also do invitation for his girlfriend, but I am not sure if they give her visa since she is not related to you. May be someone else can clarify it for you.

yes you can but it doesn't mean 100% approval.
